These legacy highlights its continuing mission to strengthen institutional excellence, build strong infrastructures, and advance AI governance, spectrum harmonization, and sustainable ecosystems.

Over the past three decades, the government and business organizations, along with digital authorities and regulators across the Middle East region, have built world-class digital infrastructures, forward-looking ICT policy environments, and strong governance structures. These efforts have positioned the region as one of the global leaders in digital transformation and AI-enabled governance, reinforcing its role as an international hub of digital competitiveness, technological innovation, policy leadership, and sustainable AI-driven development.

In this context the Middle East Excellence Awards Institute, in collaboration with leading global digital institutions, public and private organizations and leaders with great pleasure presents the 30th Middle East AI Governments and Cities Excellence Awards, taking place on October 16, 2025, in Dubai, UAE.

It is with great pride and distinction that the Middle East Excellence Awards Institute presents these Excellence Awards. For three decades, the awards have served as the foremost platform for recognizing digital and ICT visionaries, institutions, and leaders who have redefined government and business organizations, governance practices, technology adoption, and societal progress across the region.

The Awards are far more than a recognition of innovation, they are a celebration of 30 years journey of perseverance, vision, and leadership, and of institutions whose contributions have laid the foundation for digital societies, strengthened the principles of transparency and accountability, and advanced the integration of AI into governance structures. The accomplishments of these leaders stand as guiding models for the region, and for the policymakers, innovators, and institutions worldwide, inspiring future generations to build upon this remarkable legacy.

Through this celebration, the Institute reaffirms its mission to preserve institutional knowledge, celebrate the achievements of the past three decades, and inspire the next generation of leadership that will continue shaping governance in the era of artificial intelligence. The Awards are held in conjunction with the 30th GCC AI Governments and Cities Conference, scheduled for October 13–16, 2025, in Dubai, UAE. This remarkable gathering will feature the official global launch of the First Generation of the AI Governments and Cities Standardization Framework, a milestone event that places the Middle East region at the center of the global dialogue on AI-driven governance and digital development.
